Foster Parent Charged With Sexual Assault of Foster Children

Felipe Hernandez, 66, has been charged with multiple counts of rape and molestation of minors. He is accused of sexually molesting his foster children, who were aged 9, 11 and 15 at that time, in his home in Santa Ana.

According to investigators, Hernandez allegedly raped and molested a 9 year-old girl between February 1, 2006 and March 31, 2006. He was also accused of sexually assaulting a 15 year-old girl between January 1, 2009 and August 21, 2012. It was reported that Hernandez used the threat of taking away the girl’s cellphone and laptop, as well as not giving her money, in exchange for her compliance.

In between the years from December 6, 2006 to August 21, 2012, it was reported that Hernandez also raped an 11 year-old girl several times.

Hernandez is being held on $1-million bail and is scheduled to be arraigned Friday.

The investigation began after a family member of Hernandez discovered a memory card that allegedly contained a video of him inappropriately touching the 15-year-old girl, and the family reported it to Santa Ana police.

If convicted, Hernandez could serve up to 65 years in prison and will be required to register as a lifetime sex offender.
